為進一步提高“十四五”時期建筑(zhu)節能水平,推動(dong)綠(lv)色(se)建筑(zhu)高質量(liang)發(fa)(fa)展,依據《中華人(ren)民共和(he)國(guo)國(guo)民經濟(ji)和(he)社會(hui)發(fa)(fa)展第十四個(ge)五年規(gui)劃和(he)2035年遠景目標(biao)綱要》《中共中央 國(guo)務(wu)院(yuan)關于完整準(zhun)確全面貫徹新發(fa)(fa)展理念做(zuo)好碳達峰碳中和(he)工作的(de)意見》《中共中央辦公廳(ting) 國(guo)務(wu)院(yuan)辦公廳(ting)關于推動(dong)城鄉建設(she)綠(lv)色(se)發(fa)(fa)展的(de)意見》等文件,制定(ding)本規(gui)劃。

一、發展環境

(一)發展基礎。

“十三五”期間,我國建(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)能(neng)與綠(lv)色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)發展(zhan)(zhan)取(qu)得重(zhong)(zhong)大進展(zhan)(zhan)。綠(lv)色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)實(shi)現(xian)跨越式(shi)發展(zhan)(zhan),法(fa)規(gui)標準不(bu)(bu)斷(duan)完善(shan)(shan),標識(shi)認(ren)定(ding)管理(li)(li)逐(zhu)步(bu)(bu)(bu)(bu)規(gui)范,建(jian)(jian)設(she)(she)規(gui)模增(zeng)長(chang)迅速。城鎮新(xin)建(jian)(jian)建(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)能(neng)標準進一步(bu)(bu)(bu)(bu)提高(gao),超低能(neng)耗建(jian)(jian)筑(zhu)(zhu)(zhu)建(jian)(jian)設(she)(she)規(gui)模持續增(zeng)長(chang),近零(ling)能(neng)耗建(jian)(jian)筑(zhu)(zhu)(zhu)實(shi)現(xian)零(ling)的突破。公共建(jian)(jian)筑(zhu)(zhu)(zhu)能(neng)效提升持續推(tui)進,重(zhong)(zhong)點城市建(jian)(jian)設(she)(she)取(qu)得新(xin)進展(zhan)(zhan),合同能(neng)源管理(li)(li)等市場化(hua)(hua)機制建(jian)(jian)設(she)(she)取(qu)得初(chu)步(bu)(bu)(bu)(bu)成效。既有(you)居住建(jian)(jian)筑(zhu)(zhu)(zhu)節(jie)能(neng)改造穩步(bu)(bu)(bu)(bu)實(shi)施,農(nong)房節(jie)能(neng)改造研究不(bu)(bu)斷(duan)深(shen)入。可再生能(neng)源應(ying)用(yong)規(gui)模持續擴大,太陽能(neng)光伏裝機容量(liang)不(bu)(bu)斷(duan)提升,可再生能(neng)源替代率(lv)逐(zhu)步(bu)(bu)(bu)(bu)提高(gao)。裝配式(shi)建(jian)(jian)筑(zhu)(zhu)(zhu)快速發展(zhan)(zhan),政策不(bu)(bu)斷(duan)完善(shan)(shan),示范城市和(he)(he)產業基地帶動作用(yong)明顯。綠(lv)色(se)建(jian)(jian)材評價認(ren)證和(he)(he)推(tui)廣(guang)應(ying)用(yong)穩步(bu)(bu)(bu)(bu)推(tui)進,政府采購(gou)支持綠(lv)色(se)建(jian)(jian)筑(zhu)(zhu)(zhu)和(he)(he)綠(lv)色(se)建(jian)(jian)材應(ying)用(yong)試點持續深(shen)化(hua)(hua)。

“十三五(wu)”期間,嚴(yan)寒寒冷地區(qu)城(cheng)(cheng)鎮(zhen)(zhen)新建(jian)(jian)(jian)(jian)(jian)(jian)居住建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節(jie)(jie)能(neng)達(da)到75%,累(lei)計建(jian)(jian)(jian)(jian)(jian)(jian)設完(wan)成超(chao)低、近零能(neng)耗建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)面(mian)(mian)(mian)積近0.1億(yi)(yi)(yi)平方(fang)(fang)(fang)(fang)米(mi)(mi),完(wan)成既有居住建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節(jie)(jie)能(neng)改造面(mian)(mian)(mian)積5.14億(yi)(yi)(yi)平方(fang)(fang)(fang)(fang)米(mi)(mi)、公共建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節(jie)(jie)能(neng)改造面(mian)(mian)(mian)積1.85億(yi)(yi)(yi)平方(fang)(fang)(fang)(fang)米(mi)(mi),城(cheng)(cheng)鎮(zhen)(zhen)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)可再生能(neng)源(yuan)替代率達(da)到6%。截至2020年底(di),全國城(cheng)(cheng)鎮(zhen)(zhen)新建(jian)(jian)(jian)(jian)(jian)(jian)綠色建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)占(zhan)當年新建(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)面(mian)(mian)(mian)積比(bi)例達(da)到77%,累(lei)計建(jian)(jian)(jian)(jian)(jian)(jian)成綠色建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)面(mian)(mian)(mian)積超(chao)過(guo)(guo)66億(yi)(yi)(yi)平方(fang)(fang)(fang)(fang)米(mi)(mi),累(lei)計建(jian)(jian)(jian)(jian)(jian)(jian)成節(jie)(jie)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)面(mian)(mian)(mian)積超(chao)過(guo)(guo)238億(yi)(yi)(yi)平方(fang)(fang)(fang)(fang)米(mi)(mi),節(jie)(jie)能(neng)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)占(zhan)城(cheng)(cheng)鎮(zhen)(zhen)民用建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)面(mian)(mian)(mian)積比(bi)例超(chao)過(guo)(guo)63%,全國新開工裝配式建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)占(zhan)城(cheng)(cheng)鎮(zhen)(zhen)當年新建(jian)(jian)(jian)(jian)(jian)(jian)建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)面(mian)(mian)(mian)積比(bi)例為20.5%。國務院確定(ding)的(de)各項工作(zuo)任務和“十三五(wu)”建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節(jie)(jie)能(neng)與綠色建(jian)(jian)(jian)(jian)(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)發展規劃目(mu)標圓滿完(wan)成。

(二)發展形勢。

“十四五(wu)”時(shi)期是開(kai)啟(qi)全(quan)面建(jian)設社會主義(yi)現代化國家新征程的第一個五(wu)年(nian),是落實2030年(nian)前碳達(da)峰、2060年(nian)前碳中和(he)目標(biao)的關鍵時(shi)期,建(jian)筑節能(neng)與綠色建(jian)筑發展面臨更大挑(tiao)戰,同時(shi)也迎來重要發展機遇。

碳達峰碳中和目標愿景提出新要求習近平總書記(ji)提出(chu)我國二氧化碳排(pai)(pai)(pai)放(fang)力爭于(yu)(yu)2030年前(qian)達到峰值,努力爭取2060年前(qian)實(shi)現碳中(zhong)(zhong)和。《中(zhong)(zhong)共中(zhong)(zhong)央 國務(wu)院關于(yu)(yu)完(wan)整準確全(quan)面貫徹新(xin)發展(zhan)理念做好碳達峰碳中(zhong)(zhong)和工(gong)作的意見》和國務(wu)院《2030年前(qian)碳達峰行(xing)動方(fang)案》,明確了減少城鄉建(jian)設領(ling)域(yu)降低碳排(pai)(pai)(pai)放(fang)的任務(wu)要(yao)求。建(jian)筑(zhu)碳排(pai)(pai)(pai)放(fang)是城鄉建(jian)設領(ling)域(yu)碳排(pai)(pai)(pai)放(fang)的重(zhong)點(dian),通過提高建(jian)筑(zhu)節(jie)能(neng)標準,實(shi)施既有建(jian)筑(zhu)節(jie)能(neng)改造,優化建(jian)筑(zhu)用能(neng)結構,推動建(jian)筑(zhu)碳排(pai)(pai)(pai)放(fang)盡早達峰,將為實(shi)現我國碳達峰碳中(zhong)(zhong)和做出(chu)積(ji)極貢獻。

城鄉建設綠色發展帶來新機遇《中共中央辦(ban)公廳 國務院辦(ban)公廳關于推(tui)動(dong)城(cheng)鄉建設(she)綠(lv)色發(fa)展(zhan)的意(yi)見》明確了城(cheng)鄉建設(she)綠(lv)色發(fa)展(zhan)藍圖(tu)。通過(guo)加快綠(lv)色建筑(zhu)建設(she),轉變(bian)建造方式,積極推(tui)廣綠(lv)色建材,推(tui)動(dong)建筑(zhu)運行管理高效(xiao)低碳(tan)(tan),實現(xian)建筑(zhu)全(quan)壽命期(qi)的綠(lv)色低碳(tan)(tan)發(fa)展(zhan),將極大促(cu)進城(cheng)鄉建設(she)綠(lv)色發(fa)展(zhan)。

人民美好生活的向往注入新動力。隨著經濟社會發展水平的(de)(de)提高,人(ren)民(min)群(qun)眾對美好居住環境的(de)(de)需求也越(yue)來越(yue)高。通過推進(jin)建(jian)筑(zhu)(zhu)節能(neng)(neng)與綠(lv)色建(jian)筑(zhu)(zhu)發展,以更少(shao)的(de)(de)能(neng)(neng)源資(zi)源消耗,為(wei)人(ren)民(min)群(qun)眾提供(gong)更加(jia)優良的(de)(de)公共服務(wu)、更加(jia)優美的(de)(de)工作(zuo)生活空間、更加(jia)完(wan)善的(de)(de)建(jian)筑(zhu)(zhu)使用(yong)功(gong)能(neng)(neng),將在減少(shao)碳(tan)排放的(de)(de)同時,不斷(duan)增強(qiang)人(ren)民(min)群(qun)眾的(de)(de)獲得感、幸(xing)福感和(he)安全(quan)感。

二、總體要求

(一)指導思想。

以習近平新(xin)(xin)時代中(zhong)(zhong)國特色社會主義思想為(wei)指導,深入貫徹黨(dang)的十(shi)九(jiu)大和十(shi)九(jiu)屆歷(li)次全會精神,立足新(xin)(xin)發展(zhan)階段,完整(zheng)、準確、全面貫徹新(xin)(xin)發展(zhan)理念,構建新(xin)(xin)發展(zhan)格(ge)局,堅(jian)持以人民為(wei)中(zhong)(zhong)心,堅(jian)持高質量(liang)發展(zhan),圍(wei)繞落實我國2030年前碳(tan)達峰與2060年前碳(tan)中(zhong)(zhong)和目標,立足城(cheng)(cheng)鄉(xiang)建設(she)綠(lv)色發展(zhan),提高建筑綠(lv)色低碳(tan)發展(zhan)質量(liang),降低建筑能源資源消(xiao)耗,轉變城(cheng)(cheng)鄉(xiang)建設(she)發展(zhan)方式(shi),為(wei)2030年實現城(cheng)(cheng)鄉(xiang)建設(she)領域碳(tan)達峰奠(dian)定堅(jian)實基(ji)礎(chu)。

(二)基本原則。

——綠色發展,和諧共生堅(jian)持人與自然(ran)和諧共生的(de)理念,建設高品質綠色建筑,提高建筑安全、健康、宜居、便(bian)利、節約性能,增進民生福祉。

——聚焦達峰降低排放聚焦2030年前城鄉(xiang)建設領(ling)域碳達(da)峰目標,提高建筑(zhu)(zhu)能(neng)效(xiao)水平,優化建筑(zhu)(zhu)用能(neng)結構,合理(li)控制建筑(zhu)(zhu)領(ling)域能(neng)源消費總量和碳排放(fang)總量。

——因地制宜,統籌兼顧。根據區(qu)域發(fa)展戰略和(he)各地(di)發(fa)展目標,確(que)定(ding)建(jian)(jian)(jian)筑(zhu)節能與綠色(se)建(jian)(jian)(jian)筑(zhu)發(fa)展總體要求和(he)任務,以城(cheng)市和(he)鄉村為(wei)單元,兼顧新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)和(he)既(ji)有(you)建(jian)(jian)(jian)筑(zhu),形成具有(you)地(di)區(qu)特色(se)的發(fa)展格(ge)局。

——雙輪驅動,兩手發力。完善政府引(yin)導(dao)、市(shi)場(chang)(chang)參(can)與機制,加大規(gui)劃、標準、金融等政策引(yin)導(dao),激勵(li)市(shi)場(chang)(chang)主(zhu)體參(can)與,規(gui)范市(shi)場(chang)(chang)主(zhu)體行為,讓市(shi)場(chang)(chang)成為推動(dong)建筑綠色(se)低碳發展(zhan)的重要力(li)量,進一(yi)步(bu)提升建筑節(jie)能與綠色(se)建筑發展(zhan)質量和效益。

——科技引領,創新驅動。聚焦綠色低碳發展(zhan)需求,構(gou)建市場為導向、企(qi)業為主(zhu)體(ti)、產(chan)學研(yan)深度融合的技(ji)術(shu)(shu)創新(xin)體(ti)系,加(jia)強技(ji)術(shu)(shu)攻關(guan),補齊技(ji)術(shu)(shu)短板,注重(zhong)國際技(ji)術(shu)(shu)合作,促進我(wo)國建筑節能與綠色建筑創新(xin)發展(zhan)。

(三)發展目標。

1.總體目標。到2025年,城(cheng)鎮新建(jian)建(jian)筑全面建(jian)成綠色(se)建(jian)筑,建(jian)筑能(neng)源利(li)用(yong)效率穩步提升,建(jian)筑用(yong)能(neng)結構(gou)逐步優化(hua),建(jian)筑能(neng)耗和(he)碳(tan)排放增(zeng)長趨勢得到有效控制,基(ji)本(ben)形成綠色(se)、低(di)碳(tan)、循(xun)環的(de)建(jian)設發展方(fang)式(shi),為城(cheng)鄉建(jian)設領域2030年前碳(tan)達峰奠定(ding)堅(jian)實基(ji)礎。

三、重點任務

(一)提升綠色建筑發展質量。

1.加強高品質綠色建筑建設。推進綠色(se)建(jian)筑(zhu)(zhu)(zhu)(zhu)標準實施,加強規劃、設(she)(she)計(ji)、施工和運行管理。倡導(dao)建(jian)筑(zhu)(zhu)(zhu)(zhu)綠色(se)低碳設(she)(she)計(ji)理念,充分(fen)利用(yong)自然(ran)通(tong)風、天然(ran)采(cai)光等(deng),降低住宅(zhai)(zhai)用(yong)能(neng)(neng)強度,提高(gao)住宅(zhai)(zhai)健(jian)康(kang)性能(neng)(neng)。推動有條件地區政府投資公益(yi)性建(jian)筑(zhu)(zhu)(zhu)(zhu)、大型公共建(jian)筑(zhu)(zhu)(zhu)(zhu)等(deng)新建(jian)建(jian)筑(zhu)(zhu)(zhu)(zhu)全部建(jian)成星級綠色(se)建(jian)筑(zhu)(zhu)(zhu)(zhu)。引導(dao)地方制定支持政策,推動綠色(se)建(jian)筑(zhu)(zhu)(zhu)(zhu)規模化發(fa)展(zhan),鼓勵建(jian)設(she)(she)高(gao)星級綠色(se)建(jian)筑(zhu)(zhu)(zhu)(zhu)。降低工程(cheng)質(zhi)量(liang)通(tong)病發(fa)生率,提高(gao)綠色(se)建(jian)筑(zhu)(zhu)(zhu)(zhu)工程(cheng)質(zhi)量(liang)。開展(zhan)綠色(se)農(nong)房建(jian)設(she)(she)試點。

2.完善綠色建筑運行管理制度。加強綠(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)運(yun)行管(guan)理,提高(gao)綠(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)設施(shi)、設備(bei)運(yun)行效率,將綠(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)日常運(yun)行要求納入物業管(guan)理內容。建(jian)(jian)立(li)綠(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)用戶評(ping)價(jia)和(he)反饋(kui)機制,定期開展(zhan)綠(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)運(yun)營評(ping)估和(he)用戶滿意度(du)調查,不斷(duan)優化(hua)提升綠(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)運(yun)營水平。鼓勵建(jian)(jian)設綠(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)智能化(hua)運(yun)行管(guan)理平臺,充分利用現代信息(xi)技(ji)術,實(shi)現建(jian)(jian)筑(zhu)(zhu)能耗和(he)資源消耗、室內空氣(qi)品質(zhi)等指(zhi)標的實(shi)時監測與統計分析。

專欄3 高品質綠色建筑發展重點工程

綠色建筑創建行動。以城(cheng)鎮民(min)(min)用建(jian)(jian)(jian)筑(zhu)(zhu)作為(wei)創建(jian)(jian)(jian)對象,引導新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)、改(gai)擴(kuo)建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)、既有建(jian)(jian)(jian)筑(zhu)(zhu)按照綠色建(jian)(jian)(jian)筑(zhu)(zhu)標準(zhun)設計、施工、運行(xing)及改(gai)造。到2025年(nian),城(cheng)鎮新建(jian)(jian)(jian)建(jian)(jian)(jian)筑(zhu)(zhu)全面執行(xing)綠色建(jian)(jian)(jian)筑(zhu)(zhu)標準(zhun),建(jian)(jian)(jian)成一(yi)批高質量綠色建(jian)(jian)(jian)筑(zhu)(zhu)項目,人民(min)(min)群(qun)眾體(ti)驗感(gan)、獲得(de)感(gan)明顯增強。

星級綠色建筑推廣計劃。采取“強制(zhi)+自愿”推廣模式(shi),適當提高政(zheng)府(fu)投(tou)資公(gong)(gong)益性建筑、大型公(gong)(gong)共建筑以及重點功能區內(nei)新建建筑中星級綠色建筑建設比例。引導地(di)方制(zhi)定綠色金融(rong)、容(rong)積(ji)率(lv)獎(jiang)勵、優先評獎(jiang)等政(zheng)策,支持星級綠色建筑發展。

 

(二)提高新建建筑節能水平。

專欄(lan)4 新建建筑節能標準提(ti)升重點工程

     超低能耗建筑推廣工程。在(zai)京津冀及周邊(bian)地區、長三角等有(you)條件地區全面推廣(guang)超(chao)低能(neng)(neng)耗建筑(zhu)(zhu),鼓勵政府投(tou)資(zi)公益性建筑(zhu)(zhu)、大型公共(gong)建筑(zhu)(zhu)、重點功(gong)能(neng)(neng)區內新(xin)建建筑(zhu)(zhu)執行超(chao)低能(neng)(neng)耗建筑(zhu)(zhu)、近零(ling)能(neng)(neng)耗建筑(zhu)(zhu)標準。到2025年,建設超(chao)低能(neng)(neng)耗、近零(ling)能(neng)(neng)耗建筑(zhu)(zhu)示范項目(mu)0.5億(yi)平方(fang)米以(yi)上。

高性能門窗推廣工程。根據我(wo)國門(men)窗(chuang)技(ji)術(shu)現(xian)狀、技(ji)術(shu)發(fa)展(zhan)方(fang)向,提(ti)(ti)出不同氣(qi)候地區(qu)門(men)窗(chuang)節能(neng)性(xing)(xing)能(neng)提(ti)(ti)升目標,推動高性(xing)(xing)能(neng)門(men)窗(chuang)應用。因地制宜增設遮陽(yang)設施(shi),提(ti)(ti)升遮陽(yang)設施(shi)安全性(xing)(xing)、適用性(xing)(xing)、耐久性(xing)(xing)。

 

(三)加強既有建筑節能綠色改造。

1.提高既有居住建筑節能水平。除(chu)違法建(jian)筑和(he)經鑒(jian)定為(wei)危房且(qie)無修繕保留價值(zhi)的建(jian)筑外,不大規(gui)模(mo)、成片集中拆除(chu)現狀建(jian)筑。在(zai)嚴寒及寒冷(leng)地(di)區(qu),結合北方地(di)區(qu)冬(dong)季清潔取(qu)暖工作,持(chi)續推進(jin)(jin)建(jian)筑用戶側能(neng)效(xiao)提升改(gai)(gai)(gai)(gai)造(zao)(zao)、供(gong)熱(re)管網(wang)保溫及智(zhi)能(neng)調控改(gai)(gai)(gai)(gai)造(zao)(zao)。在(zai)夏熱(re)冬(dong)冷(leng)地(di)區(qu),適(shi)應(ying)居民采暖、空調、通風等需求,積(ji)極開展既有(you)居住建(jian)筑節能(neng)改(gai)(gai)(gai)(gai)造(zao)(zao),提高建(jian)筑用能(neng)效(xiao)率和(he)室(shi)內舒(shu)適(shi)度。在(zai)城(cheng)鎮老舊(jiu)小區(qu)改(gai)(gai)(gai)(gai)造(zao)(zao)中,鼓勵加強(qiang)建(jian)筑節能(neng)改(gai)(gai)(gai)(gai)造(zao)(zao),形(xing)成與小區(qu)公共環境整治、適(shi)老設施改(gai)(gai)(gai)(gai)造(zao)(zao)、基礎設施和(he)建(jian)筑使(shi)用功(gong)能(neng)提升改(gai)(gai)(gai)(gai)造(zao)(zao)統(tong)籌推進(jin)(jin)的節能(neng)、低碳、宜居綜合改(gai)(gai)(gai)(gai)造(zao)(zao)模(mo)式。引導居民在(zai)更換(huan)門窗(chuang)、空調、壁掛爐等部品(pin)及設備時,采購(gou)高能(neng)效(xiao)產品(pin)。

既有居住建筑節能改造。落實北(bei)方(fang)地區(qu)清潔采暖要求(qiu),適應夏熱冬冷地區(qu)新增采暖需求(qiu),持續推動建筑能(neng)效提升改(gai)(gai)造(zao)(zao),積(ji)極(ji)推動農(nong)房節能(neng)改(gai)(gai)造(zao)(zao),推廣適用(yong)、經濟改(gai)(gai)造(zao)(zao)技術;結(jie)合老舊(jiu)小(xiao)區(qu)改(gai)(gai)造(zao)(zao),開(kai)展建筑節能(neng)低碳改(gai)(gai)造(zao)(zao),與(yu)小(xiao)區(qu)公共環境整治、多層加裝(zhuang)電梯、小(xiao)區(qu)市政基(ji)礎設施(shi)改(gai)(gai)造(zao)(zao)等統(tong)籌推進。力(li)爭到2025年,全國完成既有居住建筑節能(neng)改(gai)(gai)造(zao)(zao)面積(ji)超(chao)過1億平方(fang)米(mi)。

公共建筑能效提升重點城市建設。做(zuo)好第(di)一批公共建筑能效(xiao)提(ti)升重點城市(shi)建設績效(xiao)評(ping)價及(ji)經驗總結,啟動實施第(di)二批公共建筑能效(xiao)提(ti)升重點城市(shi)建設,建立節(jie)能低碳技(ji)術體系(xi),探索(suo)多元化融資(zi)支持政(zheng)策及(ji)融資(zi)模式,推(tui)廣合同能源(yuan)管(guan)理(li)、用電需求側管(guan)理(li)等市(shi)場機制。“十四五”期間,累計完成(cheng)既有公共建筑節(jie)能改造2.5億平方米(mi)以(yi)上。

 

(四)推動可再生能源應用。

1.推動太陽能建筑應用。根據太(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)資源條(tiao)(tiao)件(jian)(jian)、建(jian)(jian)筑(zhu)利用(yong)條(tiao)(tiao)件(jian)(jian)和用(yong)能(neng)(neng)(neng)(neng)需(xu)求,統籌太(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)光(guang)(guang)伏(fu)(fu)(fu)(fu)和太(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)光(guang)(guang)熱系統建(jian)(jian)筑(zhu)應(ying)(ying)用(yong),宜(yi)(yi)電(dian)則電(dian),宜(yi)(yi)熱則熱。推(tui)(tui)進新(xin)建(jian)(jian)建(jian)(jian)筑(zhu)太(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)光(guang)(guang)伏(fu)(fu)(fu)(fu)一體(ti)化設(she)(she)計、施(shi)(shi)工、安裝,鼓勵政府投資公益性建(jian)(jian)筑(zhu)加(jia)強太(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)光(guang)(guang)伏(fu)(fu)(fu)(fu)應(ying)(ying)用(yong)。加(jia)裝建(jian)(jian)筑(zhu)光(guang)(guang)伏(fu)(fu)(fu)(fu)的,應(ying)(ying)保證(zheng)建(jian)(jian)筑(zhu)或(huo)設(she)(she)施(shi)(shi)結構安全、防(fang)火(huo)安全,并應(ying)(ying)事先評估建(jian)(jian)筑(zhu)屋頂、墻體(ti)、附屬設(she)(she)施(shi)(shi)及市(shi)(shi)政公用(yong)設(she)(she)施(shi)(shi)上安裝太(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)光(guang)(guang)伏(fu)(fu)(fu)(fu)系統的潛力(li)。建(jian)(jian)筑(zhu)太(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)光(guang)(guang)伏(fu)(fu)(fu)(fu)系統應(ying)(ying)具(ju)備即時(shi)斷(duan)電(dian)并進入無危險狀態的能(neng)(neng)(neng)(neng)力(li),且應(ying)(ying)與建(jian)(jian)筑(zhu)本體(ti)牢固連(lian)接,保證(zheng)不(bu)(bu)漏水不(bu)(bu)滲水。不(bu)(bu)符合安全要求的光(guang)(guang)伏(fu)(fu)(fu)(fu)系統應(ying)(ying)立(li)即停用(yong),棄(qi)用(yong)的建(jian)(jian)筑(zhu)太(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)光(guang)(guang)伏(fu)(fu)(fu)(fu)系統必須及時(shi)拆除。開展以智能(neng)(neng)(neng)(neng)光(guang)(guang)伏(fu)(fu)(fu)(fu)系統為(wei)(wei)核心(xin),以儲能(neng)(neng)(neng)(neng)、建(jian)(jian)筑(zhu)電(dian)力(li)需(xu)求響應(ying)(ying)等新(xin)技術(shu)為(wei)(wei)載體(ti)的區(qu)域級光(guang)(guang)伏(fu)(fu)(fu)(fu)分布式應(ying)(ying)用(yong)示范。在(zai)(zai)城市(shi)(shi)酒店(dian)、學校和醫院等有穩定(ding)熱水需(xu)求的公共建(jian)(jian)筑(zhu)中積(ji)(ji)極推(tui)(tui)廣太(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)光(guang)(guang)熱技術(shu)。在(zai)(zai)農村地區(qu)積(ji)(ji)極推(tui)(tui)廣被動式太(tai)(tai)陽(yang)(yang)能(neng)(neng)(neng)(neng)房等適(shi)宜(yi)(yi)技術(shu)。

2.加強地熱能等可再生能源利用。推(tui)廣應用(yong)(yong)地(di)(di)(di)(di)(di)熱(re)(re)(re)能、空氣(qi)熱(re)(re)(re)能、生物(wu)質(zhi)能等解決建筑采暖、生活(huo)熱(re)(re)(re)水(shui)(shui)、炊(chui)事等用(yong)(yong)能需求。鼓勵各地(di)(di)(di)(di)(di)根據地(di)(di)(di)(di)(di)熱(re)(re)(re)能資(zi)源及建筑需求,因地(di)(di)(di)(di)(di)制宜推(tui)廣使用(yong)(yong)地(di)(di)(di)(di)(di)源熱(re)(re)(re)泵技術(shu)。對地(di)(di)(di)(di)(di)表(biao)水(shui)(shui)資(zi)源豐富(fu)的(de)長(chang)江(jiang)流域等地(di)(di)(di)(di)(di)區,積(ji)極發(fa)展(zhan)(zhan)地(di)(di)(di)(di)(di)表(biao)水(shui)(shui)源熱(re)(re)(re)泵,在(zai)確保100%回灌的(de)前提(ti)下(xia)穩妥推(tui)廣地(di)(di)(di)(di)(di)下(xia)水(shui)(shui)源熱(re)(re)(re)泵。在(zai)滿足土壤(rang)(rang)冷(leng)熱(re)(re)(re)平衡及不影響(xiang)地(di)(di)(di)(di)(di)下(xia)空間開發(fa)利用(yong)(yong)的(de)情況下(xia),推(tui)廣淺層土壤(rang)(rang)源熱(re)(re)(re)泵技術(shu)。在(zai)進行資(zi)源評(ping)估、環(huan)境影響(xiang)評(ping)價基礎上,采用(yong)(yong)梯(ti)級利用(yong)(yong)方(fang)式開展(zhan)(zhan)中深層地(di)(di)(di)(di)(di)熱(re)(re)(re)能開發(fa)利用(yong)(yong)。在(zai)寒(han)冷(leng)地(di)(di)(di)(di)(di)區、夏(xia)熱(re)(re)(re)冬冷(leng)地(di)(di)(di)(di)(di)區積(ji)極推(tui)廣空氣(qi)熱(re)(re)(re)能熱(re)(re)(re)泵技術(shu)應用(yong)(yong),在(zai)嚴(yan)寒(han)地(di)(di)(di)(di)(di)區開展(zhan)(zhan)超低(di)溫空氣(qi)源熱(re)(re)(re)泵技術(shu)及產品應用(yong)(yong)。合理發(fa)展(zhan)(zhan)生物(wu)質(zhi)能供(gong)暖。

3.加強可再生能源項目建設管理。鼓勵各地(di)開展可(ke)再(zai)生(sheng)能源(yuan)資源(yuan)條件(jian)勘察和建筑(zhu)利(li)用(yong)(yong)(yong)條件(jian)調查,編制可(ke)再(zai)生(sheng)能源(yuan)建筑(zhu)應(ying)(ying)用(yong)(yong)(yong)實施方案(an),確(que)定(ding)本地(di)區可(ke)再(zai)生(sheng)能源(yuan)應(ying)(ying)用(yong)(yong)(yong)目(mu)標、項目(mu)布局、適宜推廣(guang)技術和實施計劃。建立對可(ke)再(zai)生(sheng)能源(yuan)建筑(zhu)應(ying)(ying)用(yong)(yong)(yong)項目(mu)的(de)常態化監督檢查機(ji)制和后評(ping)估制度,根據評(ping)估結果不(bu)斷調整優化可(ke)再(zai)生(sheng)能源(yuan)建筑(zhu)應(ying)(ying)用(yong)(yong)(yong)項目(mu)運行策略(lve),實現可(ke)再(zai)生(sheng)能源(yuan)高效應(ying)(ying)用(yong)(yong)(yong)。對較大規模可(ke)再(zai)生(sheng)能源(yuan)應(ying)(ying)用(yong)(yong)(yong)項目(mu)持(chi)續進行環境(jing)影響(xiang)監測(ce),保障可(ke)再(zai)生(sheng)能源(yuan)的(de)可(ke)持(chi)續開發和利(li)用(yong)(yong)(yong)。

(五)實施建筑電氣化工程。

充(chong)分發揮電(dian)力(li)(li)在建(jian)筑終端消(xiao)費清潔(jie)性(xing)、可獲得性(xing)、便(bian)利性(xing)等(deng)優(you)勢,建(jian)立以(yi)電(dian)力(li)(li)消(xiao)費為(wei)核心的(de)建(jian)筑能源消(xiao)費體系。夏(xia)熱冬冷(leng)地區(qu)積極采(cai)用(yong)熱泵等(deng)電(dian)采(cai)暖(nuan)方式解決新增(zeng)采(cai)暖(nuan)需求。開展新建(jian)公共建(jian)筑全電(dian)氣(qi)化設(she)(she)計試點示范。在城市大型(xing)商場、辦公樓(lou)(lou)、酒店、機場航站樓(lou)(lou)等(deng)建(jian)筑中推廣應用(yong)熱泵、電(dian)蓄冷(leng)空(kong)調(diao)、蓄熱電(dian)鍋爐。引(yin)導生活(huo)熱水、炊(chui)事(shi)用(yong)能向電(dian)氣(qi)化發展,促進高效(xiao)電(dian)氣(qi)化技術與設(she)(she)備研發應用(yong)。鼓勵建(jian)設(she)(she)以(yi)“光儲直柔”為(wei)特征(zheng)的(de)新型(xing)建(jian)筑電(dian)力(li)(li)系統(tong),發展柔性(xing)用(yong)電(dian)建(jian)筑。

建筑用能電力替代行動。以(yi)減少(shao)建(jian)筑(zhu)溫(wen)室(shi)氣體直接排放(fang)為(wei)目標,擴大建(jian)筑(zhu)終端(duan)用(yong)(yong)能(neng)清潔電(dian)力替代(dai)(dai),積極推(tui)(tui)動以(yi)電(dian)代(dai)(dai)氣、以(yi)電(dian)代(dai)(dai)油,推(tui)(tui)進炊事、生活熱水(shui)與(yu)采暖等(deng)建(jian)筑(zhu)用(yong)(yong)能(neng)電(dian)氣化(hua),推(tui)(tui)廣(guang)高能(neng)效(xiao)建(jian)筑(zhu)用(yong)(yong)電(dian)設備(bei)、產品。到(dao)2025年,建(jian)筑(zhu)用(yong)(yong)能(neng)中電(dian)力消費比(bi)例超過55%。

新型建筑電力系統建設。新型(xing)(xing)建筑(zhu)電(dian)力(li)系(xi)統(tong)以“光儲(chu)直柔(rou)”為(wei)主要(yao)特征,“光”是在建筑(zhu)場(chang)地(di)內建設分布(bu)式、一體化(hua)太(tai)陽(yang)能(neng)光伏(fu)系(xi)統(tong),“儲(chu)”是在供配(pei)電(dian)系(xi)統(tong)中配(pei)置(zhi)儲(chu)電(dian)裝置(zhi),“直”是低壓直流配(pei)電(dian)系(xi)統(tong),“柔(rou)”是建筑(zhu)用電(dian)具(ju)有可(ke)(ke)調節、可(ke)(ke)中斷特性。新型(xing)(xing)建筑(zhu)電(dian)力(li)系(xi)統(tong)可(ke)(ke)以實現(xian)用電(dian)需求靈活可(ke)(ke)調,適應光伏(fu)發電(dian)大比(bi)例接入,使建筑(zhu)供配(pei)電(dian)系(xi)統(tong)簡單(dan)化(hua)、高效(xiao)化(hua)。“十四(si)五”期(qi)間積極開展新型(xing)(xing)建筑(zhu)電(dian)力(li)系(xi)統(tong)建設試點,逐(zhu)步完善(shan)相關政策、技術、標準,以及產(chan)業(ye)生態。

 

(六)推廣新型綠色建造方式。

大力(li)發展(zhan)鋼結構(gou)建(jian)(jian)(jian)(jian)筑(zhu),鼓勵醫院、學校等公共建(jian)(jian)(jian)(jian)筑(zhu)優先采用鋼結構(gou)建(jian)(jian)(jian)(jian)筑(zhu),積極(ji)(ji)推(tui)(tui)進鋼結構(gou)住(zhu)宅(zhai)(zhai)和(he)(he)農房建(jian)(jian)(jian)(jian)設,完(wan)善鋼結構(gou)建(jian)(jian)(jian)(jian)筑(zhu)防(fang)火、防(fang)腐等性(xing)(xing)(xing)能與(yu)技術(shu)(shu)措施。在商品(pin)住(zhu)宅(zhai)(zhai)和(he)(he)保障性(xing)(xing)(xing)住(zhu)房中積極(ji)(ji)推(tui)(tui)廣(guang)裝配式(shi)混(hun)凝土(tu)建(jian)(jian)(jian)(jian)筑(zhu),完(wan)善適用于不同建(jian)(jian)(jian)(jian)筑(zhu)類型(xing)的裝配式(shi)混(hun)凝土(tu)建(jian)(jian)(jian)(jian)筑(zhu)結構(gou)體(ti)系,加大高(gao)性(xing)(xing)(xing)能混(hun)凝土(tu)、高(gao)強鋼筋和(he)(he)消能減震、預應(ying)力(li)技術(shu)(shu)的集成應(ying)用。因地制宜發展(zhan)木結構(gou)建(jian)(jian)(jian)(jian)筑(zhu)。推(tui)(tui)廣(guang)成熟可靠的新型(xing)綠色建(jian)(jian)(jian)(jian)造技術(shu)(shu)。完(wan)善裝配式(shi)建(jian)(jian)(jian)(jian)筑(zhu)標(biao)(biao)準(zhun)化(hua)(hua)設計(ji)和(he)(he)生產體(ti)系,推(tui)(tui)行設計(ji)選(xuan)型(xing)和(he)(he)一體(ti)化(hua)(hua)集成設計(ji),推(tui)(tui)廣(guang)少規格、多(duo)組合設計(ji)方法,推(tui)(tui)動(dong)構(gou)件和(he)(he)部(bu)(bu)品(pin)部(bu)(bu)件標(biao)(biao)準(zhun)化(hua)(hua),擴大標(biao)(biao)準(zhun)化(hua)(hua)構(gou)件和(he)(he)部(bu)(bu)品(pin)部(bu)(bu)件使用規模,滿足(zu)標(biao)(biao)準(zhun)化(hua)(hua)設計(ji)選(xuan)型(xing)要求。積極(ji)(ji)發展(zhan)裝配化(hua)(hua)裝修,推(tui)(tui)廣(guang)管(guan)線分(fen)離、一體(ti)化(hua)(hua)裝修技術(shu)(shu),提高(gao)裝修品(pin)質(zhi)。

(七)促進綠色建材推廣應用。

加大(da)綠(lv)色建(jian)(jian)(jian)材(cai)(cai)產品(pin)(pin)和關鍵技(ji)(ji)術研發投入(ru),推廣高(gao)強鋼(gang)筋、高(gao)性(xing)能(neng)混凝土、高(gao)性(xing)能(neng)砌體材(cai)(cai)料、結構保溫一體化墻板等,鼓勵發展性(xing)能(neng)優(you)良的預(yu)制構件和部(bu)品(pin)(pin)部(bu)件。在政府(fu)投資(zi)工程率先采用綠(lv)色建(jian)(jian)(jian)材(cai)(cai),顯著提(ti)(ti)高(gao)城(cheng)鎮新(xin)建(jian)(jian)(jian)建(jian)(jian)(jian)筑中綠(lv)色建(jian)(jian)(jian)材(cai)(cai)應用比例(li)。優(you)化選材(cai)(cai)提(ti)(ti)升(sheng)建(jian)(jian)(jian)筑健(jian)康性(xing)能(neng),開展面向提(ti)(ti)升(sheng)建(jian)(jian)(jian)筑使(shi)用功能(neng)的綠(lv)色建(jian)(jian)(jian)材(cai)(cai)產品(pin)(pin)集成選材(cai)(cai)技(ji)(ji)術研究,推廣新(xin)型功能(neng)環保建(jian)(jian)(jian)材(cai)(cai)產品(pin)(pin)與配套(tao)應用技(ji)(ji)術。

(八)推進區域建筑能源協同。

推動建(jian)(jian)(jian)筑用能(neng)(neng)與能(neng)(neng)源(yuan)供應、輸配(pei)響應互動,提(ti)升建(jian)(jian)(jian)筑用能(neng)(neng)鏈條整體(ti)效(xiao)率(lv)。開展(zhan)城市(shi)(shi)低(di)品(pin)位余(yu)熱綜合利用試點示范,統籌調配(pei)熱電聯產余(yu)熱、工(gong)業余(yu)熱、核電余(yu)熱、城市(shi)(shi)中(zhong)垃圾焚(fen)燒與再生水(shui)余(yu)熱及數據中(zhong)心余(yu)熱等資源(yuan),滿足城市(shi)(shi)及周邊地(di)區(qu)建(jian)(jian)(jian)筑新(xin)增(zeng)供熱需求。在城市(shi)(shi)新(xin)區(qu)、功能(neng)(neng)區(qu)開發建(jian)(jian)(jian)設中(zhong),充分考慮(lv)區(qu)域(yu)周邊能(neng)(neng)源(yuan)供應條件、可再生能(neng)(neng)源(yuan)資源(yuan)情況、建(jian)(jian)(jian)筑能(neng)(neng)源(yuan)需求,開展(zhan)區(qu)域(yu)建(jian)(jian)(jian)筑能(neng)(neng)源(yuan)系統規劃、設計和建(jian)(jian)(jian)設,以(yi)需定供,提(ti)高能(neng)(neng)源(yuan)綜合利用效(xiao)率(lv)和能(neng)(neng)源(yuan)基礎設施(shi)投資效(xiao)益(yi)。開展(zhan)建(jian)(jian)(jian)筑群整體(ti)參與的(de)電力需求響應試點,積極參與調峰(feng)填谷,培育智慧用能(neng)(neng)新(xin)模式,實現建(jian)(jian)(jian)筑用能(neng)(neng)與電力供給的(de)智慧響應。推進源(yuan)-網-荷-儲(chu)-用協同運行,增(zeng)強(qiang)系統調峰(feng)能(neng)(neng)力。加快電動汽車充換(huan)電基礎設施(shi)建(jian)(jian)(jian)設。

四、保障措施

(一)健全法規標準體系。

以城鄉建(jian)(jian)設(she)綠(lv)(lv)色(se)(se)發(fa)展和碳達峰碳中和為目標,推動完(wan)善(shan)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節能與綠(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)法(fa)律法(fa)規(gui)(gui),落實各方(fang)主(zhu)體(ti)責任(ren),規(gui)(gui)范(fan)引導建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節能與綠(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)健康發(fa)展。引導地方(fang)結合(he)本地實際制(修(xiu))訂相關(guan)地方(fang)性法(fa)規(gui)(gui)、地方(fang)政府規(gui)(gui)章。完(wan)善(shan)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節能與綠(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)標準(zhun)(zhun)(zhun)體(ti)系(xi),制(修(xiu))訂零碳建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)標準(zhun)(zhun)(zhun)、綠(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)設(she)計標準(zhun)(zhun)(zhun)、綠(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)工(gong)程施(shi)工(gong)質量驗收規(gui)(gui)范(fan)、建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)碳排放核算等標準(zhun)(zhun)(zhun),將《綠(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)評價標準(zhun)(zhun)(zhun)》基(ji)本級(ji)要求納(na)入住房和城鄉建(jian)(jian)設(she)領(ling)域全文強制性工(gong)程建(jian)(jian)設(she)規(gui)(gui)范(fan),做好(hao)《建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節能與可(ke)再(zai)生能源利用通用規(gui)(gui)范(fan)》等標準(zhun)(zhun)(zhun)的(de)貫徹實施(shi)。鼓勵各地制定更高(gao)水平的(de)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)節能與綠(lv)(lv)色(se)(se)建(jian)(jian)筑(zhu)(zhu)(zhu)(zhu)地方(fang)標準(zhun)(zhun)(zhun)。

(二)落實激勵政策保障。

各級(ji)住房和城鄉建(jian)(jian)(jian)設(she)部(bu)門要(yao)加強(qiang)與發(fa)展改革、財(cai)政(zheng)(zheng)(zheng)、稅務等部(bu)門溝通(tong),爭取(qu)落實(shi)財(cai)政(zheng)(zheng)(zheng)資金(jin)(jin)、價(jia)格、稅收(shou)等方(fang)面支(zhi)持政(zheng)(zheng)(zheng)策,對高星級(ji)綠(lv)色(se)(se)(se)建(jian)(jian)(jian)筑、超低能耗建(jian)(jian)(jian)筑、零碳(tan)建(jian)(jian)(jian)筑、既(ji)有(you)建(jian)(jian)(jian)筑節能改造項(xiang)目、建(jian)(jian)(jian)筑可再生能源(yuan)應用項(xiang)目、綠(lv)色(se)(se)(se)農(nong)房等給(gei)予政(zheng)(zheng)(zheng)策扶持。會同有(you)關部(bu)門推動綠(lv)色(se)(se)(se)金(jin)(jin)融與綠(lv)色(se)(se)(se)建(jian)(jian)(jian)筑協(xie)同發(fa)展,創新信貸等綠(lv)色(se)(se)(se)金(jin)(jin)融產品(pin),強(qiang)化綠(lv)色(se)(se)(se)保險支(zhi)持。完(wan)善綠(lv)色(se)(se)(se)建(jian)(jian)(jian)筑和綠(lv)色(se)(se)(se)建(jian)(jian)(jian)材政(zheng)(zheng)(zheng)府采(cai)購需(xu)求標準,在政(zheng)(zheng)(zheng)府采(cai)購領域推廣綠(lv)色(se)(se)(se)建(jian)(jian)(jian)筑和綠(lv)色(se)(se)(se)建(jian)(jian)(jian)材應用。探索大型建(jian)(jian)(jian)筑碳(tan)排放交易路徑(jing)。

(三)加強制度建設。

按照(zhao)《綠(lv)(lv)(lv)色(se)(se)(se)建(jian)筑(zhu)(zhu)(zhu)標(biao)(biao)(biao)識(shi)管理(li)辦法(fa)》,由住房和(he)城(cheng)鄉建(jian)設部(bu)授予(yu)(yu)三(san)星(xing)(xing)綠(lv)(lv)(lv)色(se)(se)(se)建(jian)筑(zhu)(zhu)(zhu)標(biao)(biao)(biao)識(shi),由省級住房和(he)城(cheng)鄉建(jian)設部(bu)門確定二星(xing)(xing)、一(yi)星(xing)(xing)綠(lv)(lv)(lv)色(se)(se)(se)建(jian)筑(zhu)(zhu)(zhu)標(biao)(biao)(biao)識(shi)認(ren)定和(he)授予(yu)(yu)方式(shi)。完善全國綠(lv)(lv)(lv)色(se)(se)(se)建(jian)筑(zhu)(zhu)(zhu)標(biao)(biao)(biao)識(shi)認(ren)定管理(li)系統,提(ti)(ti)高綠(lv)(lv)(lv)色(se)(se)(se)建(jian)筑(zhu)(zhu)(zhu)標(biao)(biao)(biao)識(shi)認(ren)定和(he)備(bei)案效(xiao)率(lv)。開(kai)展(zhan)建(jian)筑(zhu)(zhu)(zhu)能(neng)效(xiao)測(ce)評(ping)標(biao)(biao)(biao)識(shi)試點,逐(zhu)步(bu)建(jian)立(li)(li)能(neng)效(xiao)測(ce)評(ping)標(biao)(biao)(biao)識(shi)制(zhi)度。定期修訂民用建(jian)筑(zhu)(zhu)(zhu)能(neng)源(yuan)資源(yuan)消耗統計報(bao)表制(zhi)度,增強(qiang)統計數據(ju)(ju)的準確性、適用性和(he)可靠性。加強(qiang)與供(gong)水、供(gong)電、供(gong)氣(qi)、供(gong)熱等相關行業數據(ju)(ju)共享,鼓勵利用城(cheng)市(shi)信(xin)息模(mo)型(CIM)基礎平臺,建(jian)立(li)(li)城(cheng)市(shi)智(zhi)慧能(neng)源(yuan)管理(li)服務系統。逐(zhu)步(bu)建(jian)立(li)(li)完善合(he)同能(neng)源(yuan)管理(li)市(shi)場機(ji)制(zhi),提(ti)(ti)供(gong)節能(neng)咨(zi)詢(xun)、診斷、設計、融資、改造、托(tuo)管等“一(yi)站式(shi)”綜合(he)服務。加快(kuai)開(kai)展(zhan)綠(lv)(lv)(lv)色(se)(se)(se)建(jian)材產品認(ren)證,建(jian)立(li)(li)健全綠(lv)(lv)(lv)色(se)(se)(se)建(jian)材采信(xin)機(ji)制(zhi),推(tui)動(dong)建(jian)材產品質量(liang)提(ti)(ti)升。

構建市場導(dao)向(xiang)的建筑(zhu)(zhu)(zhu)節(jie)(jie)能(neng)與綠(lv)(lv)色(se)(se)(se)建筑(zhu)(zhu)(zhu)技(ji)術(shu)創(chuang)(chuang)新(xin)(xin)體系,組織重點領(ling)域關鍵環節(jie)(jie)的科研攻(gong)關和(he)項目(mu)研發,推(tui)動(dong)(dong)互(hu)聯網、大(da)數據、人工智能(neng)、先進(jin)(jin)制造與建筑(zhu)(zhu)(zhu)節(jie)(jie)能(neng)和(he)綠(lv)(lv)色(se)(se)(se)建筑(zhu)(zhu)(zhu)的深度融合。充分(fen)發揮(hui)住(zhu)房和(he)城鄉建設部科技(ji)計劃項目(mu)平臺的作用,不斷優化項目(mu)布局,引領(ling)綠(lv)(lv)色(se)(se)(se)建筑(zhu)(zhu)(zhu)創(chuang)(chuang)新(xin)(xin)發展方(fang)向(xiang)。加速(su)建筑(zhu)(zhu)(zhu)節(jie)(jie)能(neng)與綠(lv)(lv)色(se)(se)(se)建筑(zhu)(zhu)(zhu)科技(ji)創(chuang)(chuang)新(xin)(xin)成果轉化,推(tui)進(jin)(jin)產(chan)學研用相(xiang)結合,打造協同創(chuang)(chuang)新(xin)(xin)平臺,大(da)幅提高技(ji)術(shu)創(chuang)(chuang)新(xin)(xin)對(dui)產(chan)業發展的貢獻率。支(zhi)持(chi)引導(dao)企(qi)業開發建筑(zhu)(zhu)(zhu)節(jie)(jie)能(neng)與綠(lv)(lv)色(se)(se)(se)建筑(zhu)(zhu)(zhu)設備和(he)產(chan)品,培(pei)育建筑(zhu)(zhu)(zhu)節(jie)(jie)能(neng)、綠(lv)(lv)色(se)(se)(se)建筑(zhu)(zhu)(zhu)、裝配式建筑(zhu)(zhu)(zhu)產(chan)業鏈(lian),推(tui)動(dong)(dong)可(ke)靠(kao)技(ji)術(shu)工藝(yi)及(ji)產(chan)品設備的集成應用。

(五)創新工程質量監管模式。

在(zai)規(gui)劃(hua)、設計、施工(gong)、竣工(gong)驗(yan)收(shou)階段,加強新建建筑執行(xing)建筑節能與綠色(se)建筑標(biao)準的監管(guan),鼓(gu)勵采用(yong)“互(hu)聯(lian)網+監管(guan)”方式(shi),提高監管(guan)效能。推行(xing)可視化技術交底,通過在(zai)施工(gong)現場(chang)設立(li)實體樣板(ban)方式(shi),統一工(gong)藝標(biao)準,規(gui)范施工(gong)行(xing)為(wei)。開(kai)展(zhan)建筑節能及綠色(se)建筑性能責任保險(xian)(xian)試點(dian),運用(yong)保險(xian)(xian)手段防(fang)控外(wai)墻外(wai)保溫、室內(nei)空(kong)氣品質等重要(yao)節點(dian)質量風(feng)險(xian)(xian)。

五、組織實施

(一)加強組織領導。

    地(di)方各級住房和(he)城鄉(xiang)建(jian)(jian)(jian)(jian)設(she)部門(men)要(yao)(yao)高(gao)度重(zhong)視建(jian)(jian)(jian)(jian)筑節(jie)能與綠色建(jian)(jian)(jian)(jian)筑發展工(gong)作,在地(di)方黨委、政府領導(dao)下,健全工(gong)作協調機制,制定政策措施,加強(qiang)與發展改革、財(cai)政、金融(rong)等部門(men)溝通協調,形(xing)成合力(li),共同推進。各省(區(qu)、市)住房和(he)城鄉(xiang)建(jian)(jian)(jian)(jian)設(she)部門(men)要(yao)(yao)編制本地(di)區(qu)建(jian)(jian)(jian)(jian)筑節(jie)能與綠色建(jian)(jian)(jian)(jian)筑發展專項規劃(hua)(hua),制定重(zhong)點項目計(ji)劃(hua)(hua),并于(yu)2022年9月(yue)底(di)前將專項規劃(hua)(hua)報住房和(he)城鄉(xiang)建(jian)(jian)(jian)(jian)設(she)部。

(二)嚴格績效考核。

將各地建(jian)筑(zhu)節能(neng)(neng)與綠色(se)建(jian)筑(zhu)目標任務落實情(qing)況(kuang)(kuang),納入住房(fang)和(he)城(cheng)(cheng)鄉(xiang)建(jian)設(she)(she)部年度督查(cha)檢查(cha)考核(he),將部分規劃目標任務完成情(qing)況(kuang)(kuang)納入城(cheng)(cheng)鄉(xiang)建(jian)設(she)(she)領域碳達峰碳中和(he)、“能(neng)(neng)耗(hao)”雙控、城(cheng)(cheng)鄉(xiang)建(jian)設(she)(she)綠色(se)發展等考核(he)評(ping)價。住房(fang)和(he)城(cheng)(cheng)鄉(xiang)建(jian)設(she)(she)部適時組織(zhi)規劃實施情(qing)況(kuang)(kuang)評(ping)估。各省(區(qu)、市)住房(fang)和(he)城(cheng)(cheng)鄉(xiang)建(jian)設(she)(she)部門應在每年11月底(di)前上報本地區(qu)建(jian)筑(zhu)節能(neng)(neng)與綠色(se)建(jian)筑(zhu)發展情(qing)況(kuang)(kuang)報告。

(三)強化宣傳培訓。

各地(di)要動(dong)員社(she)(she)會各方力量,開展(zhan)(zhan)形式多樣(yang)的(de)建(jian)筑(zhu)(zhu)節(jie)能(neng)(neng)與綠(lv)色建(jian)筑(zhu)(zhu)宣傳(chuan)活(huo)(huo)動(dong),面向社(she)(she)會公眾廣泛(fan)開展(zhan)(zhan)建(jian)筑(zhu)(zhu)節(jie)能(neng)(neng)與綠(lv)色建(jian)筑(zhu)(zhu)發展(zhan)(zhan)新聞宣傳(chuan)、政(zheng)策解讀和(he)教育普及,逐(zhu)步(bu)形成全社(she)(she)會的(de)普遍共識。結合節(jie)能(neng)(neng)宣傳(chuan)周等(deng)(deng)活(huo)(huo)動(dong),積(ji)極倡導簡約適度、綠(lv)色低碳的(de)生活(huo)(huo)方式。實施建(jian)筑(zhu)(zhu)節(jie)能(neng)(neng)與綠(lv)色建(jian)筑(zhu)(zhu)培(pei)訓計劃(hua),將(jiang)相關知識納入(ru)專業(ye)(ye)技術人(ren)員繼續(xu)教育重點(dian)內容,鼓勵(li)高等(deng)(deng)學校(xiao)增設建(jian)筑(zhu)(zhu)節(jie)能(neng)(neng)與綠(lv)色建(jian)筑(zhu)(zhu)相關課程,培(pei)養專業(ye)(ye)化人(ren)才隊(dui)伍。
